Do you think this was a serious complaint or just a jab at the possibly over zealous application of regulations. I could see that this might have been just a means of bringing attention to the possibly extreme measure of the Italian law. What do you think?

I heard about this on NPR. Hilarious. Speaking of smoking, how about the Edward R. Murrow movie "Good Night and Good Luck"? Dad and I saw it this past weekend and really enjoyed it. The black-and-white was effective, and the cigarette smoke was everywhere! Ah, the good old days!
Re: Dad's comment -- good question. Could have been someone trying to test what will win out when the European "nanny state" collides with the European culture of smoking, etc. Test or not, we now see what prevails in such a clash.
